Critical Infrastructure Management

Make the students familiar with the processes that threaten the critical infrastructure, and methods of integral approach to development, management, usage and protection of critical infrastructure and systems, and make them qualified to identify and overcome problems in managing the critical infrastructure and systems.
Concept and theoretical definition of interdependence. Critical infrastructures – definitions, main characteristics of critical infrastructures, types of interdependence, analytical models, examples of interdependence. Models for risk assessment and risk management. Definitions of risk, assessment and management, methods and techniques, risk models, security risks, an example of assessment, case study. Critical infrastructure protection. Philosophy of security, operational and physical security, risk assessment and management, protection and resilience of critical infrastructure, inter-sectoral criteria, vision and strategy of managing critical infrastructure. Fundamentals of managing critical infrastructure. Systems and management levels for critical infrastructure. Ensuring the requirements and continuous operation of critical infrastructure. Levels of managing systems, networks and facilities of critical infrastructure.Responsibility of the owners/managers for managing critical infrastructure. Security policy for managing critical infrastructure (the course is performed on a selected sectoral case based on the risk analysis for the operation of a critical infrastructure).
Students will be qualified to identify risk in critical infrastructure systems, their evaluation and planning of action in preservation of critical infrastructure action under the conditions of civil emergencies.
Students will be qualified to strategically, in an organized and efficient manner plan the response to expected risks and crises that may occur in the systems, networks and critical infrastructure facilities. They will also acquire knowledge on how to include all the subjects in the process of response as well as in the process of managing and solving crises in critical infrastructures and the related environments, and they will be able to: 1. Recognize emergencies that threaten the critical infrastructures 2. Identify causes and consequences of crises in critical infrastructures, and the importance of inter-sector measuring instruments used as basis for assessing risk for individual systems and networks of critical infrastructures 3. Prepare an action plan of critical infrastructures for crises 4. Assess the efficiency of measures for the protection of critical infrastructures 5. Explain the processes of critical infrastructure management The aforementioned learning outcomes contribute to the learning outcomes of the study programme: - Interpret the basic concepts and scope of crises and disasters. - Evaluate specific features and models of crisis management. - Plan decisive elements in crisis decision-making. - Analyse threats, measures and systems of business security. - Apply acquired knowledge in further professional work and academic education, with appropriate moral and ethical attitude.
