Course objective:

Inform students about the need and importance of training employees from different organizational structures for undergoing procedures in crisis situations, as well as about theoretical postulates for designing papers on individual exercises. To teach and train students on the concept of documents needed for developing a paper on practice of proceedings in crisis situations. Prepare students for joint and independent work on preparing information and elements needed for decision-making, planning, organizing and executing training of employees from different structures as a part of preventive and resolving of crisis situations.

Course contents:

- Basic prerequisites for the functioning of rescue and protection system: evaluation of the conditions for the occurrence of accidents, natural disasters and technical accidents, basic concepts, dynamics of the engagement of forces for the elimination of consequences, legal preconditions for the use of Croatian Armed Forces in emergency circumstances. - The importance and role of the state administration bodies for protection and rescue. - The concept and importance of exercise design methodology. - Types, objectives and contents of crisis exercises. - Organization of a crisis exercise: exercise management, situation analysis, trainees. - Exercise study: management decision to initiate the study, exercise implementation plan, exercise performance plan, preparation of exercise participants. Exercise planning: - Exercise performance: decision-making process, dynamics by development situations, safety measures. During the exercise: exercise evaluation, potential errors in the preparation and organization of crisis exercises. -Exercise analysis. - Research through exercise implementation.


Students get introduced to the principles, methods and criteria, as well as to the manner and methodical approach to the concept of training the employees of a certain organization for acting in crisis situations. This creates assumptions that the students can and know to properly define and prepare necessary exercise documentation and contribute to the state of security in their future workplace. Students will be able to take a leading role within their work environment in the economy and management regarding the solution of security risks of crisis situations through planning, monitoring and implementation, joint and independent work on the preparation of data and elements for decision-making, planning, organization and performing exercises for the employees of various structures in the prevention and resolving of crises and the verification of protection and rescue plans.

Learning outcomes:

Having passed the exam, the student will be able to: a) Recognize and discuss the prerequisites for the functioning of the protection and rescue system. b) Connect basic principles of exercise design methodology with the importance of design. c) Connect exercise types and their objectives with the contents of crisis exercises. d) Resolve individual requirements in the organization of a crisis exercise. e) Formulate, design and plan the study of a specific crisis exercise. f) Plan and write the components of the study related to exercise planning. g) Manage the implementation of a crisis exercise, especially through security measures and the evaluation process. h) Collect necessary data and plan exercise analysis. i) Propose empirical research procedure during and after the exercise.
