Acquiring knowledge about normative frameworks and methods of operation of government administration organisations, especially in crises, development of the competencies of understanding the causes of internal crises in government administration organizations and methods of organization and operation of government administration bodies and organizations in crisis environment.
- Bodies of government administration; concept, levels of organization, authority, legal regulations - risks and crises that can occur in the government administration bodies: differenes in relation to the levels of organization and as consequence of external influences - government administration bodies and crisis planning - planning documents of government administration bodies: legal regulations, field of arrangement, handling responsibility - management of crises and crisis management - case study – activities of state administration bodies if disasters or large-scale accidents have been declared
Understanding the activities of government organizations in crisis situations and introduction to planning documents that define operations in various crisis situations that refer to the assessed threats resulting from the action of nature or as a consequence of human activity, so the students will be competent to handle and make decisions in compliance with legal regulations, resulting consequences and regulated management procedures.
Having passed the exam, the students will be able to: 1. Recognize and distinguish the competence of state administration bodies with regard to the administrative level. 2. Relate basic sectors within state administration bodies relevant for the coordinated assessment and the importance of joint activities, with the definition of priorities for action. 3. Identify basic information management tools after a major accident or disaster, following the responsibilities of individual state administration bodies. 4. Define priorities subsequent to the consequence assessment in the activation of the response system and conducting protection and rescue measures. 5. Analyze data following the consequence assessment and provide a proposal for the Decision to act within the competences of individual state administration bodies. The aforementioned learning outcomes contribute to the learning outcomes of the study programme: -Re-examine the sources and origin of business crises. -Use crisis management tools. - Use communication skills and various crisis communication strategies. - Lead a crisis communication team in crisis communications and press conferences. - Present their own ideas, attitudes, solutions and projects.
