Course objective:

Introduction to the organisation of operational centres, communication systems, technical systems of control and management of protection and rescue process, and training to work at operational centres and to establish communication with participants in an operation.

Course contents:

Organisation of data collection and processing, presentation of information in an operational communications centre. Establishing of operational centres, stationary and mobile. Information command system. The 112 system. Equipment of operational centres. Criteria in the selection of mobile operational centres. Fundamentals of telecommunications, devices and equipment. Connection resources. Establishment of communication networks for protection and rescue operations. Characteristics of equipment suitable for use in difficult conditions. Normative and legal framework in the Republic of Croatia and the EU from the field of operational communications centres.


Students will acquire knowledge necessary for the work at operational centres, planning and establishment of communications during protection and rescue operations.

Learning outcomes:

After passing the exam, the student will be able to: 1. Organize the operation of an operational centre. 2. Write a proposal of a request for communications equipment for an operational centre. 3. Analyze equipment offered for an operational centre. 4. Create a diagram of a standard operational procedure. 5. Write a proposal for the legal framework of the communication service of an operational centre. 6. Analyze simulation-communication exercise of an operational centre. The aforementioned learning outcomes contribute to the learning outcomes of the study programme: - Create civil protection documents - Manage activities of a multidisciplinary team in crises using acquired communication skills - Analyse different assumptions, approaches, results and procedures in security issues - Present their own attitudes, solutions, projects and ideas on crisis management issues - Use information systems and technology for planning, monitoring and communication in resolving crisis situations
